This article reviews the development process of the pedagogical vision and model of iClass, a self-regulated personalized learning project (SRPL) aimed at developing an innovative system adapted to the needs of individuals. The conceptual methodology that guided this process is unique in its attempt to structure the development for attaining coherent pedagogical results.

In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia and Slovakia.

Les stratégies numériques des pays développés sont fondées, entre autre, sur la conciliation entre l’enseignement classique ou traditionnel et le e- enseignement ce qui implique la nécessité d’affronter les défis qui entravent l’émergence de cette nouvelle donnée dans un pays en développement comme le Maroc. Il s’agit, principalement de réduire la fracture numérique qui caractérise les rapports entre le Maroc et ses partenaires économiques. Dans cette perspective, il est impératif de mettre en place un cadre réglementaire favorable à la réalisation de cet objectif.
